Noise comes mostly from having too little light — from the randomness of light itself in the shadows, plus a smaller electronic contribution — and raising ISO makes it visible rather than causing it. It is most obvious in an evenly toned area, which for aviation means a clear sky, and a noisy sharp frame beats a clean blurred one.
