A clearance to enter the runway and hold in the takeoff position without a takeoff clearance.

Used to have an aircraft ready the moment the runway is free, often behind a landing aircraft or ahead of a required wake separation. The phrase replaced the older "position and hold" internationally, precisely because it says out loud that no takeoff clearance has been given.
